Lakeland and Winter Haven hold well over half the county between them. Then comes a genuinely unusual middle tier: Haines City, Lake Wales, Auburndale and Davenport each carry between 1,700 and 2,600 lots, which in most Florida counties would make any one of them the biggest market in the county.
